What Happens When There Are Multiple Offers?

Q: The house I’m trying to buy has two offers: one at full price and mine, which is above full price and all cash. The seller is apparently trying to start a bidding war by telling people she should get even more. Does she have an obligation to take one of the two offers on the table?
